CIA director John Ratcliffe made a quiet visit to Moscow earlier in the week—most likely to dissuade the Kremlin from backing Iran in the ongoing Middle East war.

Since returning to the White House, critics of President Donald Trump have argued that the administration has been “soft” on Russia, noting that Trump has taken a transactional approach to diplomacy and even has shown skepticism of NATO after alliance members failed to support the ongoing combat operations in the Middle East. On the flip side, Trump’s hard-line approach has resulted in most of America’s European allies increasing their defense spending.

It now appears that the White House may be taking a harder line against Russia, too.

Earlier in the week, CIA Director John Ratcliffe made a surprise visit to Moscow, arriving in the Russian capital in a US Air Force C-17A Globemaster transport plane. The aircraft had previously landed in Riga, the capital of Latvia, before heading to Moscow on Tuesday.

Why Did Ratcliffe Go to Moscow?

The US spy chief reportedly traveled to Russia to meet with Russian officials and warn the Kremlin against launching a conflict with NATO allies, notably Estonia, Latvia, and Lithuania—nations that had previously been part of the Soviet Union until its dissolution 30 years ago. Ratcliffe further pressed Moscow to reduce its “military and economic support for Iran,” Politico reported, citing two people familiar with the matter.

Ratcliffe’s trip was not announced, even as it was the first such trip to the Russian capital in more than four and a half years.

Former CIA director William Burns traveled to Moscow in November 2021, where he met with senior Russian officials as well as President Vladimir Putin to warn against the impending invasion of Ukraine. Burns delivered a direct warning that the United States was aware of the invasion plans and that an attack would carry severe consequences.

Despite the warning, Russia launched its full-scale invasion just three months later, in late February 2022.

White House Downplayed Ratcliffe’s Russia Visit

The White House has downplayed the meeting, and instead described the surprise trip as “semi-routine,” and said it was about finding a way to end Russia’s “special military operation” in Ukraine.

“He’s there, you know, very sort of semi-routine. I hate to disappoint people. We would like to see the war with Ukraine end,” Trump said in a radio interview on Wednesday with conservative commentator Glenn Beck.

While campaigning, Trump had vowed to end the Ukraine war within “24 hours,” but ultimately was unable to do so. Although Trump met with Putin in Alaska in August 2025, repeated efforts to secure an enduring ceasefire that year ended in failure, and the president appears to have moved on to other issues, notably his war with Iran.

There could still be more to what the visit was about, beyond Ukraine.

The Trump administration has threatened to introduce secondary sanctions against Iran’s trading partners, which include China, the United Arab Emirates (UAE), and Turkey. More importantly, Iran and Russia have become close partners, both economically and militarily.

Russian officials claimed that Ratcliffe did not meet directly with Putin, but added that he had been “immediately briefed” on the meeting between the CIA chief and Russian intelligence officials.

“I can only tell you that contacts took place through the intelligence services,” Kremlin Spokesman Dmitry Peskov told Russian state news agency TASS following the meetings.

Ukraine Told to Stand Down Drone Attacks During Arrival

Although the US public wasn’t told of the visit ahead of time, Kyiv was given notice that a US delegation was traveling to the Russian capital and requested that the Ukrainian military suspend any strikes on Moscow, St. Petersburg, and some northern regions of the country.

However, Ukraine did conduct other attacks, even as Ratcliffe was in the country.
