The two countries’ cooperation on “directed energy weapons” is notable because it has taken place without much input or guidance from the United States.

Australia and Japan have successfully field-tested a jointly developed high-energy laser system, marking an important step in the coordination of two Indo-Pacific allies, the Australian Ministry of Defence announced this week.

“Project Boobook,” as the laser effort was known, was developed by Australia’s Defense Science and Technology Group (DSTG), Mitsubishi Electric Australia, and Japan’s Mitsubishi Electric Corporation.

The achievement matters beyond the laser itself. As the Ministry of Defence media statement explained, this is the first joint defense-development project undertaken by the defense industries of Australia and Japan, two key checks against the rising power of China in the region. The new cooperation represents a notable break from tradition, as the two nations developed the technology jointly without the involvement of the United States. Although Washington was left out of the system’s development, American defense officials probably do not mind; independent defense initiatives by its allies help to share more of the burden in deterring China, particularly as America’s resources are needed in the Middle East.

About the Japanese-Australian “Project Boobook” Laser

Details about Project Boobook remain understandably scarce. Though Australia announced the laser’s successful testing, it has not disclosed its power output, precise configuration, or eventual operational applications. That makes comparisons with American directed-energy weapons premature; the world does not yet know enough yet to draw a responsible comparison.

Australian Defense Minister Richard Marles offered some insights into the platform, stating that Boobook could eventually be installed aboard land-combat and littoral platforms. Marles emphasizes the ability to use lasers to optically detect incoming threats, improving both protection and situational awareness. This suggests that the system may emphasize laser-based sensing, tracking, and identification, rather than merely pure destructive capabilities. (Of course, within the military, the former often leads to the latter.)

The tech’s applicability to modern warfare is potentially high. Small drones, low-flying cruise missiles, and other threats can be difficult to detect and classify quickly, especially in coastal environments. A precise optical system could give vehicles or ships another sensor layer (along with radar and electro-optical/infrared equipment), buying more time to react to incoming threats.

Why Lasers Matter for the Future of War

If Boobook were to evolve toward a directed-energy defensive weapon with destructive capabilities, the applicability increases.

Conventional air defense is currently suffering from terrible cost inefficiencies. An inexpensive drone, costing thousands or maybe tens of thousands, requires interception with a device that can cost hundreds of thousands, even millions of dollars. A laser instead draws primarily upon the platform’s electrical power, offering a much cheaper alternative to air defense. This would offer an extremely low cost per engagement and a magazine limited mostly by power availability and thermal management. Directed-energy weapons would also operate at the speed of light, which would save time when dealing with a fast-approaching inbound missile. So, for these reasons, directed energy is increasingly desirable.

None of this is to say that Australia and Japan have figured out laser weapons. Many nations have worked on them, and most have run into the same handful of stubborn engineering problems, like power generation and cooling. It is unclear how the Australian-Japanese effort has dealt with these issues.

The specifics of the tech aside, the program offers insights into how regional partners are responding to China’s rise and increased investment into advanced weaponry like long-range missiles, hypersonics, drones, and A2/AD capabilities. Australia and Japan are responding not only by stocking up on US weapons, but by integrating their own military-industrial platforms. The cooperation bodes well for burden sharing and allied integration in deterrence efforts against China.
